This bill establishes a special commission to examine and assess the current training requirements for individuals seeking a license to carry firearms, as outlined in section 131 of chapter 140 of the general laws, and to propose potential new training, shooting, and marksmanship standards. The commission will investigate the content and duration of existing training courses, consider the feasibility and cost of implementing marksmanship tests for applicants, and analyze how enhanced training and shooting standards might impact accidental and intentional firearm-related injuries and fatalities. The commission will be comprised of various officials, including the secretary of public safety and security (who will chair it), appointed members from both the state senate and house of representatives, representatives from law enforcement associations, the Gun Control Advisory Board, and gun owner and gun violence prevention advocacy groups. This commission is tasked with submitting its findings and any proposed legislation to relevant legislative committees and clerks by June 1, 2016.
