This bill mandates that insurance policies and health care service plans, including those for Medicaid managed care, must cover hormone replacement therapy for menopausal women and all Food and Drug Administration (FDA)-approved contraceptive drugs, devices, and services, including voluntary sterilization procedures and related counseling and follow-up care, under the same terms and conditions as other outpatient services and prescription drugs. This coverage applies to policies and plans issued, amended, or renewed on or after January 1, 2016, and cannot have cost-sharing requirements like deductibles or copayments, except for certain religious employers who must provide written notice of excluded services. The bill also clarifies that this coverage does not extend to experimental treatments and does not prevent the use of contraceptives for medical reasons other than preventing pregnancy.
