This bill requires the Attorney General, each district attorney, and each police department that has a special law enforcement trust fund, which is a fund established by the state treasurer for law enforcement purposes, to submit annual reports to the state treasurer detailing all assets, money, and proceeds seized and held in these funds. These reports must provide an itemized accounting of cash, personal property, conveyances (vehicles or other means of transport), and real property, including any property managed or sold by the office of seized property management. Additionally, these entities must report on all expenditures from these funds, covering categories such as personnel, contractors, equipment, training, public-private partnerships, inter-agency collaborations, and community grants. All these reports are due by January 31st for the previous calendar year and will be made public. Furthermore, the state treasurer will compile a separate annual report by March 15th for the Executive Office of Administration and Finance and legislative committees, summarizing the total deposits, expenditures, and remaining balances for each special law enforcement trust fund, which will also be public records.
