This bill requires that state agencies, executive offices, departments, boards, commissions, bureaus, divisions, authorities of the Commonwealth, or any political subdivision acting as an employer, cannot include clauses in contracts, severance agreements, or settlement agreements that require an employee or former employee to keep confidential the nature and terms of the agreement, or that prevent them from expressing an opinion about their employer or its agents, unless the employer first creates and makes publicly available a detailed statement explaining why such confidentiality is in the public's best interest. This statement must be made available within 24 hours of the agreement becoming legally binding.
