This bill amends Section 2 of Chapter 150E of the General Laws, which pertains to labor relations, by replacing the existing text with new provisions that clarify employee rights regarding union membership and dues. Specifically, it affirms employees' rights to organize, bargain collectively over wages, hours, and other terms and conditions of employment, and engage in lawful activities for mutual aid or protection, free from employer interference. Crucially, it also establishes an employee's right to refrain from such activities, meaning an employee who chooses not to join or participate in an employee organization (like a union) cannot be forced to pay dues, fees, or any other charges to secure or maintain their job, nor will they be bound by the employment terms negotiated by that organization. Furthermore, it allows individual employees and their employers to negotiate their own employment terms independently of any agreements made by the employee organization, and this new section explicitly overrides any conflicting provisions in other parts of Chapter 150E.
