This bill aims to improve the quality of physical education in public schools by requiring it as a mandatory subject for all students in all grades, taught by licensed teachers certified in physical education. Elementary school students would need at least 150 minutes of physical education per week, while middle and high school students would require at least 225 minutes. The curriculum must be "age-appropriate," meaning suitable for children's developing capacities, and "evidence-based," meaning grounded in research. It should focus on physical competence, health-related fitness, and enjoyment of physical activity, with at least 50% of class time dedicated to moderate-to-vigorous physical activity, offering diverse choices, and teaching cooperation and self-management skills. Exemptions from physical education will not be allowed for disciplinary reasons, participation in sports teams, or other extracurricular activities, though medical exemptions from a physician or religious exemptions from a parent/guardian are permitted, and students with disabilities will receive modifications. Furthermore, schools will conduct self-assessments of their physical education programs, integrate findings into strategic plans, and report them to the public. The Commissioner of Elementary and Secondary Education, along with the Commissioner of Public Health, will evaluate current physical education standards and practices, including recess time, and report their findings and recommendations to the legislature by April 1, 2018. These changes are set to take effect for the 2017-2018 school year.
