Specifically, it introduces and defines "design-build-finance-operate-maintain" (DBFOM), where a single contract covers design, construction, financing, operation, and maintenance over a set period without using state appropriated funds for contractor services during that time, and "design-build-operate-maintain" (DBOM), where a single contract covers design, construction, maintenance, and operation, with state funds appropriated beforehand or secured through user fees. The bill also redefines "design build contract" and "design build entity" to encompass these broader "alternative delivery method contracts" and "alternative delivery method entities," respectively, and requires approval from the inspector general before utilizing these new methods.
