This bill establishes a special commission of 11 members to investigate how to best utilize digital and open textbooks in Massachusetts's K-12 schools and public colleges and universities. The commission will include designees from the Commissioners of Education and Higher Education, representatives from Massachusetts textbook companies, an appointee from the State I.T. office, the chairs of the House and Senate Education and Higher Education committees, and appointees from the House and Senate Minority Leaders. This commission is tasked with reporting its findings, recommendations, and any proposed legislation to the General Court by January 31, 2016.
