This bill modifies existing Massachusetts General Laws concerning charter school enrollment and tuition payments. Specifically, it changes how public school districts are notified about students attending charter schools from their district and how tuition for those students is calculated. The Department of Education will now annually inform each public school district by April 1st about the number of their students attending charter schools the following September, including new transfers, and tuition payments will be based on the previous year's enrollment, similar to how a district's Chapter 70 aid (state funding for public schools) is calculated. Additionally, the bill introduces a reimbursement system for charter schools that experience enrollment growth; if a charter school's enrollment increases, the Commonwealth will reimburse 100% of the increase in the first year, 60% in the second year, and 40% in the third year, subject to available funding.
