This bill aims to improve the financial stability of the human service system by reinvesting savings generated from various initiatives. Specifically, it mandates that when the commissioner of the division of capital asset management and maintenance (DCAMM) seeks approval to sell state-owned real property that was previously a mental health hospital or a facility for individuals with developmental disabilities, at least 20% of the proceeds must be used to develop affordable, community-based housing for clients of the relevant department. This housing must be affordable to individuals with incomes at or below 15% of the area median income and the restriction on land use for this purpose will last for 99 years. Additionally, the bill requires the secretary of administration and finance to direct at least 20% of annual savings from the "community services expansion and facilities restructuring plan" to fund specific legislative acts from 2012 and 2008, and also mandates that 20% of savings from the closure of specific developmental centers be placed into a contingency fund managed by the department of developmental services to assist individuals with immediate or changing needs and to support providers. Finally, key state officials will be required to report annually on the progress of these initiatives to legislative committees.
