This bill allows the town of Norwood to issue two additional licenses for establishments to sell alcoholic beverages, specifically wines and malt beverages, that can be consumed on the premises, overriding a general state law (section 17 of chapter 138 of the General Laws) that might otherwise limit such licenses. These new licenses are restricted to businesses located within a specific area called the South Norwood General Business District, which is defined by streets and a plan from 2003. Any license granted under this bill must be clearly marked as being only for this district, and it cannot be transferred to a location outside of it. To receive a new license, applicants must prove they are current with taxes and other payments to the state's departments of revenue and unemployment assistance. If a license becomes available because it's no longer in use at its original location, the town can grant it to a new applicant within the same district under the same rules.
