This bill establishes a new "Uninsured Drivers Trust Fund" on the books of the Commonwealth, which will be used to cover costs associated with uninsured motorists. Specifically, it amends Chapter 90 of the General Laws to impose a $250 fine on individuals found guilty of attaching an expired or stolen license plate to a motor vehicle, driving with such a plate, or possessing a stolen license plate. This fine will be paid into the Uninsured Drivers Trust Fund, with 50% of each fine going to the local municipality where the offense occurred and the other 50% going to the commissioner of insurance to help offset the costs of uninsured drivers. Furthermore, the registrar of motor vehicles will be prohibited from renewing the driver's license of anyone who fails to pay this fine.
