This bill authorizes the town of Bellingham to issue an additional license for the sale of alcoholic beverages that are not to be consumed on the premises, specifically a "Package Store All Alcohol License," to Ernest H. Pelletier, Jr. for a location at 191 Mechanic Street. This is an exception to a general rule (section 17 of chapter 138 of the General Laws) that limits the number of such licenses a town can grant. The license will be subject to all regulations in chapter 138, except for the limitation on the number of licenses. The bill also specifies that the license cannot be moved to a different location, but it can be reissued to a new applicant at the same location if the previous license is no longer in use and the new applicant meets certain requirements, including demonstrating good standing with the department of revenue and having paid all applicable taxes.
