This bill requires that before any new health care or health insurance regulations are put into effect, changed, or removed, the responsible agency must first publish a public notice that includes a "premium impact statement," which is an analysis of how the proposed changes might affect health insurance costs for people in Massachusetts. The public will have a chance to provide feedback on this statement, and the agency must then submit an updated statement before finalizing the regulation. Furthermore, legislative committees, including those focused on finance (ways and means), will not consider any health care or health insurance bills unless they have first been reviewed by the Center for Health Information and Analysis (CHIA) to produce a premium impact statement, and any such bills will be put on hold for a study by the CHIA.
