It clarifies that special commissions established for investigations will be provided with necessary resources, including office space and assistance, and outlines their reporting timelines, with final reports due by late January in odd-numbered years and late December in even-numbered years. The bill mandates that appointments to these commissions must be reported to the boards and commissions office within 30 days, with this information then made publicly available online. It also requires that private or executive meetings of special commissions can only be closed to the public if a majority of members vote to do so, and that notice and agendas for all meetings must be posted publicly at least 24 hours in advance. Furthermore, the bill introduces new requirements for commissions to file meeting agendas with the clerk of either legislative branch at least 48 hours before meetings, make these agendas publicly available online, and have meeting minutes approved at the next subsequent meeting. The boards and commissions office will be responsible for maintaining a website where these minutes can be accessed by the public within 30 days of their approval. In situations where a suitable candidate cannot be found for a commission seat within 90 days, the bill allows appointing authorities to appoint someone who meets only some of the required qualifications. Finally, the boards and commissions office will annually compile a list of active commissions, their members, dissolved commissions, and those needing additional appointments.
