This bill amends Section 9A of Chapter 118E of the General Laws to ensure that the executive office of health and human services provides health insurance coverage to eligible children and adolescents from birth up to age 18, as well as pregnant women, regardless of whether federal funding is available under Title XXI of the Social Security Act, which is a federal law that provides funding for state programs to provide health coverage to children. However, the executive office is still required to try to get as much federal money as possible for the program by using demonstration projects under Title XIX of the Social Security Act, another federal law related to health care financing, or under Title XXI if funding is available.
