This bill establishes a special commission to study whether private sector human service workers, employed by vendors who contract with the executive office of health and human services, should be allowed to purchase health insurance through the group health insurance commission. The commission, which will serve for two years, will be composed of members from the state senate and house of representatives, designees from key state agencies like Health and Human Services and Administration and Finance, commissioners from the Group Insurance Commission and Division of Insurance, and representatives from various human service provider associations, health advocacy groups, and health insurance organizations. Within 12 months of its first meeting, the commission must report its findings and recommendations, including any proposed legislation or regulations, to legislative leaders and relevant committees.
