This bill prohibits state agencies, including the Department of Revenue and the State Treasurer, from hiring or contracting with individuals or firms that are paid based on a percentage of the taxes, interest, or penalties collected from a taxpayer, or any other method that could compromise the independence of auditors or assessors. This means that "contingency fee auditors," who are paid only if they successfully increase tax collections, will no longer be used by the state. The bill also requires the repeal of any existing regulations that allow for such contingency-based contracts and specifies that these changes will take effect on July 1, 2015, applying to new contracts and limiting the renewal or assignment of audits under existing contingency contracts.
