This bill amends Chapter 167 of the General Laws to add a new section, 48A, which prohibits banks operating in the Commonwealth from charging consumers any fee to cash or process a check drawn on that bank, with each violation potentially resulting in a fine of up to $100. For the purposes of this law, "bank" is broadly defined to include not only traditional banks but also national banks, federal savings banks, federal savings and loan associations, and federal credit unions.
