Child-resistant packaging is defined by specific federal regulations, and this requirement applies to nicotine liquid containers, which are bottles or other containers holding these substances, unless the container is prefilled and sealed by the manufacturer and not meant to be opened by the consumer. Violators will face escalating civil penalties, starting at $250 for a first offense, and enforcement will be carried out by local health boards, the department of public health, and municipal governments through a noncriminal process.
