This bill amends Section 7 of Chapter 90 of the Massachusetts General Laws, which pertains to motor vehicle regulations, to update the requirements for protective headgear, commonly known as helmets, for motorcycle riders. Specifically, it mandates that any person operating a motorcycle or riding as a passenger on a motorcycle, including in a sidecar, who is under the age of twenty-one years must wear protective headgear that meets the minimum standards and construction requirements set by the Registrar, who is the head of the Massachusetts Registry of Motor Vehicles. Furthermore, it prohibits any motorcycle operator from allowing a passenger under twenty-one years of age to ride without wearing such protective headgear.
