This bill requires licensed auto insurance damage appraisers, regardless of whether they work for a repair shop, an insurance company, or as an independent contractor, to inform the owner of a damaged motor vehicle if the damage might prevent the vehicle from meeting safety standards set by the registrar of motor vehicles or emissions standards set by the commissioner of the department of environmental protection. The notice, which will be in a format and contain information determined by the registrar of motor vehicles, must advise the owner to get the vehicle repaired to meet these standards and obtain a new inspection certificate. The registrar of motor vehicles will issue guidelines on specific safety or emissions issues that require this notice, publishing them annually in the Massachusetts Register, and will establish rules for enforcing this requirement.
