This bill authorizes the commissioner of the division of capital asset management and maintenance, in consultation with the commissioner of conservation and recreation, to lease two specific parcels of land in Hull to The Friends of the Paragon Carousel, Inc., a non-profit organization, for up to 25 years and for a nominal fee of $1 per year. This action is permitted despite existing laws that might otherwise prevent such a lease, and it specifically allows for the continued use of the land for the "Clock Tower Building" and the Paragon Park carousel. The lease agreement must ensure the property is used for purposes related to the carousel's operation, including sales, food service, gift shops, storage, administrative offices, a museum, and educational workspace, and if the property is no longer used for these public purposes, the lease can be terminated after notice and a period to correct the unauthorized use.
