This bill proposes to create a new program where state agency secretaries can hire "innovators-in-residence" to help improve how state agencies interact with and support small businesses and entrepreneurs. These innovators, who must be recognized experts with a proven track record of success in bringing products to market and working with small businesses, will be full-time employees for up to two years. Their responsibilities will include advising agencies on improving outreach, identifying inefficiencies, recommending new initiatives, educating both agency staff and entrepreneurs, and providing direct technical assistance and mentorship. Additionally, the bill allows for a working group of these innovators to meet and share best practices, discuss challenges, and suggest ways for different state offices to collaborate more effectively to benefit small businesses.
