This bill modifies existing laws governing the regional public safety communications and dispatch center for the city of Revere and the town of Winthrop. It clarifies that the management of this center will be overseen by a board of directors composed of the chief administrative officer from each participating city or town, along with any other members specified in their agreement. The bill also allows district employees to participate in insurance and benefit programs offered by Revere or Winthrop, and crucially, it addresses the retirement system status of employees transferring from Revere or Winthrop to the district. Specifically, it ensures that Revere and Winthrop employees who are members of their respective retirement systems and are transferred to the district will continue to be considered employees of their original city or town for the purposes of Chapter 32 of the General Laws (which governs retirement systems) until the district receives official certification from the Public Employee Retirement Administration Commission (PERAC), after which they will be transferred to the Revere retirement system. Furthermore, the bill expands the authority for the district to receive and manage funds, allowing for contributions from member cities or towns and grants or gifts from various government levels or other sources, and clarifies the appointment and compensation of a treasurer for the district.
