This bill establishes a special legislative commission called the Task Force on Integrity in State and Local Government, comprised of 11 members including legislative leaders, legal counsel, and ethics experts, to investigate and study the existing laws and regulations governing the conduct of elected officials and public employees at the state, county, and municipal levels. The task force will review key laws such as the Conflict of Interest Law, the Financial Disclosure Law, and the Campaign Finance Law, as well as regulations from the state ethics commission and the office of campaign and political finance, and will also examine lobbying laws and the potential for extending them to municipalities. The commission is tasked with conferring with relevant state offices and experts, and by December 23, 2016, it must submit a report to the governor and legislative leaders with an assessment of current structures, recommendations for changes to laws or regulations, and any proposed new legislation.
