This bill aims to modify how communities in Massachusetts are ranked for receiving Community Development Block Grant (CDBG) funding, which are federal funds intended to help cities and towns with valuable local projects. Currently, the CDBG funding formula prioritizes communities based on economic need and potential for community improvements. However, this bill proposes to change the ranking process starting in 2018, so that only communities that would have been ranked at or below 16th place using the existing criteria will be considered for funding. The bill also specifies that the CDBG funding criteria used in fiscal year 2016 will continue to apply for five consecutive years starting in fiscal year 2019, and then the amended process will alternate with the traditional practice every six years.
