This bill proposes to amend Chapter 60A, Section 1 of the Massachusetts General Laws to exempt certain individuals over the age of sixty-five from paying motor vehicle excises, which are taxes on vehicles, and registration fees. Specifically, the bill would exempt a motor vehicle owned and registered by a citizen over 65 if their annual income is at or below the federal poverty guideline, a measure used to determine poverty levels. This exemption would apply to only one motor vehicle used for personal, noncommercial purposes by the senior citizen. Once an exemption is granted by local assessors, it will automatically continue in subsequent years unless the assessors discover that the senior citizen did not meet the requirements when the exemption was initially approved.
