This bill authorizes the City of Salem to convert one existing seasonal license, which is a temporary permit valid for a specific period, for the sale of wines and malt beverages (alcoholic drinks made from fermented grapes or grains) to be consumed on the premises, into a permanent annual license for the same type of beverages and consumption. This specific conversion is for Ragazza Restaurant Group, Inc. d/b/a Bambolina, located at 288 Derby Street, and the new annual license will be subject to most of the regulations in Chapter 138 of the General Laws, with exceptions for certain sections related to license renewals and notifications. The bill also clarifies that while the license cannot be moved to a different location, it can be transferred to a new applicant at the same location if the applicant demonstrates good standing with tax obligations. Furthermore, the City of Salem is permitted to charge a fee for this conversion, which can be paid in installments, and any amount collected above the standard annual renewal fee will be placed into a dedicated economic development fund.
