This bill establishes a new specialty license plate called the "Sun Sea Smiles" plate, which will have an annual use fee of $25. The Department of Highway Safety and Motor Vehicles (DHSMV) is directed to design this plate, featuring "Florida" at the top and "Sun Sea Smiles" at the bottom. Initially, all fees collected will go to the DHSMV to cover the costs of developing and issuing the plates. Once those startup costs are recouped, the annual use fees will be distributed to various organizations: 35% to the Florida Caribbean Charitable Foundation, Inc. for college scholarships, health and wellness programs for Floridians of Caribbean descent, and Caribbean cultural awareness; 20% to the American Friends of Jamaica, Inc. for social and community development grants; 10% to Sant La Haitian Neighborhood Center, Inc. for social and community development; 10% to Fanm Ayisyen nan Miyami, Inc. for social and community development; 20% to Greater Caribbean American Cultural Coalition, Inc. for Caribbean cultural awareness; and 5% to Little Haiti Optimist Foundation, Inc. for Caribbean cultural awareness and youth development. A portion of these distributions, up to 5%, can be used for administrative and marketing expenses by the recipient organizations. This bill is set to take effect on October 1, 2016.
