This bill mandates that advanced cost recovery for nuclear and integrated gasification combined cycle (IGCC) power plants will expire on July 1, 2016, requiring utilities to return all collected costs to ratepayers by June 30, 2017, and prohibiting utilities from imposing new charges or increasing existing ones to compensate for these refunds. Additionally, the bill clarifies that costs eligible for recovery under section 366.93 of Florida Statutes are not eligible for securitization under section 366.95 unless they were already included in base rates before a nuclear plant's retirement or abandonment, and it removes a provision that prevented challenges to the recovery of costs incurred before commercial operation for such plants, except in cases of imprudent spending found by the commission.
