This bill repeals provisions that allowed utility companies to recover costs associated with building and operating certain types of power plants, specifically nuclear power plants and integrated gasification combined cycle (IGCC) power plants, which use synthesis gas as fuel. It removes mechanisms that encouraged utility investment in these plants and allowed them to recoup expenses, including those for siting, design, licensing, and construction, through customer electricity rates. Additionally, the bill eliminates provisions related to financing for the retirement or abandonment of costs associated with nuclear generating assets. The bill also amends a section of existing law (403.519) by removing language that protected a utility's right to recover costs incurred before a nuclear or IGCC power plant became operational, unless those costs were found to be imprudently incurred by the commission.
