This bill modifies the process for how certain decisions made at representative town meetings in North Attleborough become law. Specifically, it outlines that votes authorizing expenditures of $75,000 or more, establishing or abolishing town boards or offices, changing terms of office, altering the number of board members, or adopting or amending by-laws will not take effect for 10 days after the meeting concludes. During this 10-day period, if a petition signed by at least 5% of the town's registered voters, with a minimum of 30 registered voters from each precinct, is submitted to the board of selectmen, a special election will be called. This election will allow all registered voters to vote on the specific measure, and the town meeting's decision will only be reversed if at least 15% of registered voters participate in the election and vote against it. If no petition is filed within the 10-day window, the town meeting's vote will become effective.
