This bill, known as the MEGABYTE Act of 2016, mandates that the Office of Management and Budget (OMB), led by its Director, issue a directive to all executive agencies, which are federal government departments and agencies, requiring them to create and implement comprehensive software licensing policies. These policies must include establishing a detailed inventory of all software licenses, particularly focusing on the top 80% of spending and enterprise-wide licenses, and using automated tools to track this information. Agencies will need to continuously monitor and manage these licenses to support informed decisions throughout the entire software lifecycle, from acquisition to disposal. Furthermore, agencies must analyze how software is being used to identify cost-saving opportunities, provide relevant training to staff on software license management, and set clear goals and objectives for their software license management programs. To ensure accountability, each executive agency must report annually to the OMB on the financial savings achieved through these improved management practices, with these reports being made publicly available, for a period of five fiscal years following the bill's enactment.
