This bill authorizes the town of Shrewsbury to grant one additional license for the sale of alcoholic beverages that are not intended to be consumed on the premises, specifically to Whole Foods Market Group, Inc. at their location on 193 Boston Turnpike. This is an exception to a general rule (section 17 of chapter 138 of the General Laws) that limits the number of such licenses a town can issue. The license will be subject to all regulations in chapter 138, except for the specific limitation being waived. Importantly, this license cannot be transferred to a different location, but a new applicant can receive a license for the same location if they demonstrate good standing with the department of revenue and the department of unemployment assistance regarding taxes and fees. If the license is no longer used at its original location, it will be returned to the licensing authority, which can then grant it to a new applicant at that same spot under the same conditions.
