The bill also clarifies that certain specialized procurements, such as telecommunication cabling, equipment, and carpeting, can be handled through the state's operational services division or other established procurement methods, rather than always following the standard bidding process. The COMMBUYS system, which is the Commonwealth's centralized online procurement platform, is referenced as a key tool for public notification.
