This bill directs the Florida Department of Highway Safety and Motor Vehicles (DHSMV) to create a specialty license plate with the inscription "I Stand With Israel." Drivers who choose this plate will pay an additional annual use fee of $25, which is established by adding a new provision to existing Florida Statutes regarding specialty license plates. The funds collected from the sale of these plates will be distributed to an organization called "I Stand with Israel, Inc." Initially, this organization will keep all proceeds to cover the costs of developing and establishing the plate. After these startup costs are met, up to 10 percent of the remaining funds can be used for marketing and promotion of the plate, and another up to 10 percent for administrative costs related to its programs. The rest of the money will directly support a program that sends Florida university students, aged 18 to 26, of all religions, along with chaperones, to Israel. This bill will become effective on October 1, 2016.
