Bill Summary

This bill creates an exception to the prohibition against the holder of a craft distillery license operating a restaurant on the licensed premises of a distillery. Specifically, if the licensed premises of the craft distillery is located in a Garden State Growth Zone, the licensee is entitled to sell or deliver its product to a restaurant provided the craft distillery license is operated in conjunction with the restaurant and the restaurant is regularly and principally used for the purpose of providing meals to its customers, it has adequate kitchen and dining room facilities, and it is immediately adjoining the licensed premises of the distillery. Under the bill, "Garden State Growth Zone" means the four New Jersey cities with the lowest median family income based on the 2009 American Community Survey from the US Census, or a municipality which contains a Tourism District as established pursuant to section 5 of P.L.2011, c.18 (C.5:12-219) and regulated by the Casino Reinvestment Development Authority. These cities include Atlantic City, Camden, Passaic, Paterson, and Trenton.

AI Summary

This bill creates a new restricted distillery license that allows the holder, who must also hold a plenary retail consumption license located in a Garden State Growth Zone and operate a restaurant on the premises, to sell or deliver their distilled products to that restaurant. The holder of this restricted distillery license can also sell and distribute the product to wholesalers. The bill sets the license fee at $1,250 and limits the number of such licenses that can be issued to 10 per person or entity. The bill also allows the holder of this license to offer samples of their product for promotional purposes at off-site charitable or civic events.
