This bill creates a restricted distillery license that allows the holder to manufacture up to 20,000 gallons of distilled alcoholic beverages per year. The restricted distillery license can only be issued to a person or entity that also holds a plenary retail consumption license for a premises located in a Garden State Growth Zone, which includes certain cities with low median family incomes or municipalities with a Tourism District. The restricted distillery licensee must operate the distillery in conjunction with a restaurant located on the same premises that is regularly used for providing meals to customers. The bill limits the number of restricted distillery licenses that can be issued to 10 per person or entity holding a plenary retail consumption license.
