This bill proposes to establish a dedicated fund called the "Drinking and Ground Water Research Trust Fund" within the Commonwealth's treasury, to be managed by the treasurer in consultation with the Secretary of Energy and Environmental Affairs and the Commissioner of Environmental Protection. The purpose of this fund is to support a drinking and ground water research project, specifically in partnership with the Silent Spring Institute, Inc. Funds for this trust can come from legislative appropriations, public or private sources like gifts, grants, donations, rebates, and settlements that are specifically designated for this purpose, as well as any investment income generated by the fund. Importantly, any money in the fund that is not spent by the end of a fiscal year will not be returned to the General Fund but will remain available for use in the following year, ensuring continuous funding for the research project.
