This bill provides immunity from civil and criminal liability for a person who, with a reasonable belief of possible harm to an animal left alone in a parked vehicle under inhumane conditions, in good faith rescues the animal or attempts to rescue the animal. The bill requires the person to immediately report the circumstances to rescue personnel and make a reasonable effort to locate the owner or other responsible party. If there is reasonable cause to believe that any delay would result in serious bodily injury or death to the animal, the person or responding rescue personnel may immediately break into and enter the vehicle to remove the animal to a safe location.
