This bill authorizes the commissioner of the division of capital asset management and maintenance to convey certain parcels of land in Northampton to the city for affordable housing purposes, allowing the city to then transfer these parcels to non-profit entities dedicated to building affordable housing. If the land is not used for affordable housing by a specific date, or if a non-profit grantee fails to use it for that purpose, ownership will revert to the commonwealth or the city, respectively, with provisions for reconveyance. Additionally, the bill authorizes the conveyance of a specific parcel at 91 Grove Street to the city for use as an emergency shelter for the homeless, with the city able to reconvey it to a non-profit operator under similar reversionary conditions, including for affordable housing for various homeless populations.
