This bill allocates significant funding for job creation, workforce development, and infrastructure investment, primarily through the MassWorks infrastructure program, grants for higher education institutions to participate in federal manufacturing innovation networks, and various programs administered by the Massachusetts Development Finance Agency (MassDev) for site readiness, business development, and downtown revitalization. It also establishes funds for brownfields redevelopment and transformative development, supports scientific and technology research, and invests in advanced manufacturing, technology, and hospitality training, as well as a cybersecurity and data analytics center of excellence. The bill also introduces changes to the Economic Development Incentive Program (EDIP), which provides tax credits and other incentives to businesses that create jobs and invest in the commonwealth, and expands programs related to smart growth and starter home zoning districts to encourage housing development.
