This bill authorizes the Commissioner of Capital Asset Management and Maintenance (DCAMM), in consultation with the Department of Conservation and Recreation (DCR), to sell a specific 0.43-acre parcel of land in New Salem to David Briand, overriding certain standard laws that govern land sales. The land is currently managed by the DCR for watershed and water supply protection, and the sale will exclude existing rights-of-way, with any new access to the parcel needing to be across Mr. Briand's own property. The sale price will be the greater of the land's fair market value or its value in use, determined by an independent appraisal reviewed by the Inspector General, and the proceeds will be deposited into the Conservation Trust to acquire other lands for similar water protection purposes, ensuring no net loss of protected natural resources. Mr. Briand will be responsible for all costs associated with the conveyance, including surveys and appraisals, as well as any future liabilities related to owning the land.
