The bill mandates the development of a comprehensive energy plan for the commonwealth, prioritizing conservation and efficiency, and sets new greenhouse gas emissions reduction targets for 2030 and 2040. It also introduces an energy rating and labeling system for residential dwellings, promotes electric vehicle (EV) charging infrastructure by prohibiting subscription fees for public charging stations and allowing municipalities to regulate parking for zero-emission vehicles, and establishes programs to encourage offshore wind and clean energy generation through long-term contracts. Additionally, the bill creates an advisory panel for the Pilgrim Nuclear Power Station decommissioning, an energy efficiency task force to recommend improvements to existing programs, and a task force to address renewable energy infrastructure financing gaps, while also initiating studies on modernizing the electric grid, electrifying the state fleet, and assessing potential new revenue sources for transportation from zero-emission vehicles. Finally, it mandates the development of climate adaptation management action plans at both the state and regional levels to address the impacts of climate change and establishes regulations for gas leak identification and repair.
