The commission's duties include examining how to best convey Mandela's universal message through the design, establishing a design committee and selection process, and identifying funding options. The commission will be composed of members appointed by various officials and organizations, including the governor, legislative leaders, the mayor of Boston, and specific community and professional groups, with a majority appointed by the Mandela memorial committee, including an architect or design professional. After soliciting proposals and testimony, and reviewing similar projects elsewhere, the commission will submit a detailed report with recommendations to legislative clerks, the governor, and the mayor within 18 months of the bill's enactment, with its members appointed within 60 days and the commission dissolving 60 days after its report is filed.
