This bill, titled "Providing access to full spectrum addiction treatment services," aims to expand coverage for addiction treatment by introducing and mandating coverage for "transitional support services," which are defined as short-term, residential services that help individuals transition from more intensive treatment, like clinical stabilization services, to outpatient care. The bill requires various insurance providers, including those for state employees, Medicaid managed care organizations, and commercial insurance plans, to cover medically necessary acute treatment services, clinical stabilization services, and these new transitional support services for up to 30 days without requiring preauthorization. It also mandates that insurers notify providers within 48 hours of admission and that utilization reviews, which assess the necessity of continued treatment, cannot deny future services unless a patient has received at least 30 consecutive days of care. Finally, it mandates that the center for health information and analysis, in consultation with relevant state agencies, conduct reviews and report on the impact of these expanded coverage mandates on the continuum of care, access to treatment, and costs.
