AI Summary
This bill, titled "Relative to racing days at Suffolk Downs," proposes to make supplemental appropriations for fiscal year 2015 and to implement certain changes in law. It includes provisions to supplement existing appropriations for various state agencies, such as the Committee for Public Counsel Services, the Secretary of the Commonwealth, and several executive offices including Administration and Finance, Health and Human Services, Housing and Economic Development, Transportation, and Public Safety. Additionally, it allocates funds for a reserve to reimburse state agencies for extraordinary expenses incurred due to severe winter storms in 2015. The bill also amends existing law concerning the housing of segregated inmates diagnosed with serious mental illness, stipulating they should not be housed in segregated units for more than 30 days unless in exigent circumstances or if no secure treatment unit bed is available, and they must be offered additional mental health services while awaiting transfer. Finally, it adjusts deadlines related to a previous act, changing "March 31" to "April 30" in two instances, likely to extend a period for certain actions or reporting.
