This Joint Resolution proposes an amendment to the Iowa State Constitution to explicitly protect an individual's fundamental right to acquire, keep, possess, transport, carry, transfer, and use arms for self-defense and other lawful purposes, stating this right shall not be infringed upon or denied. It further prohibits mandatory licensing, registration, or special taxation as requirements for exercising this right, and any other restrictions would be subject to "strict scrutiny," meaning the government would have to demonstrate a compelling reason and that the restriction is narrowly tailored to achieve that reason. This proposed amendment, once approved by the General Assembly, will be referred to the next elected General Assembly and published for three months before the next general election for public consideration.
