This bill amends Section 51F of Chapter 119 to allow individuals who have been listed on the Central Registry for at least seven years to request a review for the purpose of expunging their record. The bill outlines the factors the Commissioner or their designee must consider in determining whether the individual no longer presents a risk to the safety or well-being of children, such as the nature of the original substantiation, the time elapsed, and any evidence of changed behavior or circumstances. The individual is given the opportunity to present evidence and witnesses at the review, which can be held by teleconference. The individual may seek a review once every 36 months, and can appeal the decision within 30 days. The Department is required to take reasonable steps to inform individuals on the Registry of their right to seek an expungement under this new provision.
